Wheel Mudguards

I thinking about filling in my wheel mudguard with metal. Has any one dun this before

Or should I just leave it with out Mudguards or with the wheel mudguards on

Tis very strange they werent filled in from the factory...there must be a reason but ive no idea what it is...other than weight saving...trying to get that 50/50 weight distribution?.
