I thought they were does that mean the new wheel will be 2 inches wider?

it depends on the design of the wheels 5.5JJ is the measurement between the beads that tyres seat on so the actual maximum width of the wheel could be more. The only way to find out is to measure the wheels and then measure the car and see if they fit or ask the manufacturer for the dimensions.

How can the wheel width be greater than the width of the tyre you can fit to it?

quite easily , the tyres seat on the inside of the rim so there is always going to be additional material on the over and above the nominal wheel width e.g 7" or 7J

The tread width is somthing different all together and can be wider or narrower that the distance between the beads depending on the tyre\'s size, profile, type and intended use.
