turbo control valve

taken uim off to fix my air temp on the bottom off it that is now fixed some one in japan had looped a wire from the live to the earth :Hammer
while i was there i pulled my turbo control solenoid valve connector off and tested the wires that go to it(as my turbos are not working) pulled plug off of solenoid and put tester on 1 wire with egnishion on and it reads 12volts, put it on other wire what i thort should be earth and there is 12volts to that one as well is this right or have i got a live going to earth
