Boost pressure/ air leak??

Fitted a boost gauge to my 95 FD. Car is standard just wondering if these pressures were right. 10psi on 1st and 9 psi on 2nd. also if i accelerate slowly upto 4000rpm i get a light air/whistle noise(not the turbo whistle) any ideas

if no positive pressure in turbo bov stays open and vents air back into air filter. As soon as you apply more urgent accel. bov closes until you take off foot ! then dumps excess into filter.
