Its a C-West bumper.  Price would depend upon if its genuine or replica as that bumper has been copied to death over the past 5 years

whats the easiest way of telling if its genuine or not?

Genuine ones will have a C-West logo on the inside of the bumper.  Unfortunatly you will probably have to take the bumper off to see!
