What is this and where does it go?

Need some help with dtermining what these pieces are and where thet fit on a 1993 FD. Any help is greatly appreciated.  Numbers on pieces are:
 
FD01-67-482 (860310-2190)
 
FD01-51  SE2A>PP< and SE1A>PP<

the second one(the flappy things) go where the pop up lights go

Yup, sits behind the pop ups.
First one I certianly didn\'t have on mine. I\'d suspect it\'s EGR, or, seeing as you\'re in the USA, something emissions related that JDM FD\'s didn\'t have (There weren\'t many UK FD\'s - I\'m sure an owner of one will pipe up soon!)

The first two pictures are for the windshield washers (wind screen).  The other pictures are of baffles that attach to the hood(bonnet) right behind the headlights.
