FD3s Rad Fans

fd3s 1995 apexi PFC.
My fans were switching on and off when my engine was cold and causing my battery to keep going flat.
I found a bust relay on the driver side wing under the bonnet that had burnt out; there are 4 of the same relays i believe...
Swapped the relay now my fans are constantly running when i turn on the ignition...
When i turn off the ignition they turn off.
The relays are working because the fans are running.
 
Which makes me think that the signal is telling the fans to run constantly.
Could it be a PFC setting?
Any suggestions? Thanks.

Just because a relay completes a circuit doesn\'t mean its good, it might be seized and always on! Try relays of another rx and vise versa. Also could be a temp sensor!!!
