Knackered wastegate?

Should the boost port on the wastegate hold pressure?  Im testing it and its leaking.  if im plumbing that into pressurised side, then is it going to leak boost?

On a side note with a boost controller, does the solenoid regulate the pressure by keeping boost on the vacuum side, then switch to a vacuum when it needs to open the spring?
