Actuators on twin turbo setup??

Guys, can you clear somthing up for me please??

I know you have the following on the leading edge of the turbo pack:
Wastegate actuator (top one)
is it then the prespool actuator under this? (bottom one on the front)
and there is another one under the turbo pack that sits close to the suframe, what job does this fella do??

I think its the charge control but I might be wrong? check this picture out
