exhaust restriction plate

So basically im looking at removing all the emision junk that i dont need purely to cut down on clutter. however if i lose the air pump it will knacker the cat which i dont want and if i remove the cat i get boost spike which i also dont want. so could i make a restrictor plate to go in front of the de-cat pipe to prevent boost spiking. what diameter hole do you think i would need in the restrictor plate?
 
Any thoughts guys?
