Is my Ignition Broken ?

Hi,
Not sure if my ignition has malfunctioned, could some one please confirm the sequence of starting.
 
I currently turn the key to position 1, no dash lights come on, but my aftermarket oil temp/pressure & boost gauges light up and the audio has power, turn to position 2, gauges and audio turn off and the heater fan gets power and there is a clicking noise in the black box located next to the distribution unit for the brakes, (looking from drivers seat) left hand wing.
When I turn key to start (position 3) engine turns freely (battery very well charged and healthy), but no spark at plugs (checked spark by removing a plug and grounding on various parts of chassis and engine).
 
Is the above sequence the same in your car when you turn the ignition on ?
 
Please advise as I\'m stumped.
