bleed pipe

have this fitted, the bloke got car off said he put it on so it wont boost till a get used to the power, can a just pull it out and join pipe back up???
am a little stuck here so any help would be great or if any 1 could come have a look at it am in stirling or kinross

have put a wee pic in if that helps..
