Nearly 100% Boost

Are the two solenoids on the manifold interchangable ?
I have pretty much eliminated all my boosting issues apart from one. I have removed all the inlet / boost pipework checked for cracks, collapse etc. Replaced all the check valves and suspect vacuum pipework. Check the actuators and relief valves. The only remaining boost issue is intermittent but specific. Accelerate quite hard, change up a gear and get no boost. Back off the throttle for a second and re-accelerate and get full boost.
I would like to try changing the turbo precontrol solenoid, so can I do a straight swap with the wastegate control ? ( wires and pipes ). They look identical and so if I do a straight swap there should be no change in running.... if there OK !
They check out OK with a vacuum pump and meter but want to try a swap under running conditions.

i had that previously, all pipes were changed etc, turned out to be the ecu, the boost was kinda all over the place, sometimes id get full boost, sometimes not :/ .. got an apexi fitted and its running sweet as a nut
