restrictor in the water hose??

hi guys

whilst fiddling with the fd on the weekend i noticed i have a restrictior fitted into one of the smaller water pipes feeding back into the engine, the pipe is about 1/2" internal dia, is this normal? i cant see why you would want to restrict the flow of water??

where exactly does the pipe goe to/from,? My fds apart at the moment so i can get a goood look?

off the top of my head without looking...... it goes to the front water housing on the bottom left hand side, does that make sense lol could do with a pic really
