12a engine Q\'s

Just got the elford Turbo up and running, (if you check out the pic\'s in the 1st gen section)  Can someone tell me what timing I should run this setup at,  Also do I take the reading from the leading no1 plug lead and the first mark on the crankshaft pulley???    Secondly,  I am not sure that the oil metering pump is working, can you tell me what the pump delivery should be at a specific engine speed so I can check it out??   Manythanks..
