if a RX7 engine is a 13b im assuming that this is the 1.3 engine, would the 2.6 come under the same engine code i.e 13b??

yes 13b was 1.3 in japan and 2.6 here

It\'s not a 2.6 at all, but classed that way for insurance purposes

Bib, it was an agreement between Mazda and the DVLA. Most think it is really stupid, but that would be a government agency for you. :D
