Poppup issues!

ok... so off the switch on the dash (light up and down button or the light cleaning button not the headlight stalk) they go up and down...

if you pull the stalk towards you they pop up and flash and go down...

if you push the button so they up they will flash...

however you turn them on with the stalk and they wont come up or light up, if they are up off the button and you turn them on with the stalk no lights come on...

is this a relay issue?? anyone got any ideas?
