Fitting Tow Hook

Ok i have bought a big asbo red rear tow hook to fit to my FD has anyone fitted one of these yet?
 
Only one of the bolts fits through the hole so to get the other i will need to cut about 4-5mm to get the 2nd to fit, before i do this is there any other way of fitting them without cutting?

wanna get it fitted soon as i have a new and disgustingly horrible pet to attach to it which i will post up when done lol

the type of tow hook was the ones on sale at jap fest and japshow, its the one with the kink,
 
its very similar to the bottom one in this pic

Ok i figured it out it turns out i was generally being a fool,
