Boost control actuator on twins

Can anyone tell me if the boost control actuator (right at the bottom of the twin turbo pack) is opperated by vacume or pressure??
The reason I ask is I think this is my problem area with my over-boosting but not sure if the pipe is colapsing under vacume!!
