Idle problem

When I start the car whether it being hot or cold the engine seems to flutter around for a bit then settles itself, whilst this fluttering is going on there is a distinct smell of petrol from exhaust. when i say fluttering i mean the engine rpm are moving up and down slightly but very noticable:reallymad :reallymad , has anybody had similar problem? how can I fix? thanks
