How is boost controled on FD??

Right.... I\'m trying to get to the bottom of my problems but I need to figure out how the system is controlled!! I know there is one inturnal wastgate but does this controle the flow of exhaust gasses for the 2 turbos ,or does it controle one turbo & the gate that allows the exhaust gasses to flow throught the second turbo close slightly to reduce the speed of the second turbo???
