What Is This Rubbish???

Was just looking in my engine bay with my mate & he said "What\'s this rubbish?". I\'d noticed it ages ago but never really thought anything of it. He reckons it\'s one of those e-bay "gain 6 million horsepower" nonsense things. The photo is not brilliant, but it should give some idea......

So, does anyone know what that thing with the yellow label around it is actually supposed to be there for? Should I remove it? It\'s not jointed between the pipe or anything. You can slide it up  down, so it\'s actually just around it! So I can\'t imagine that it does anything at all!!!!
 
It says "Magtune. Uptorque Uppower Upclean Upperformance" on it.
 
Surely it\'s of no use whatsoever!!!

It is difficult to know, which side, because probably will be, at relative position of the engine cover… (laughing)
