From what I read from that thread you should only need either 1 or 0 pills depending on how your controller is plumbed in.

would no pill on the wastegate control actuator hose cause this?

I have no idea. Don\'t have one myself. You\'re basically replacing the pill with a controller. At least 1 gets replaced as per that thread I linked to.

ive taken the controller off basically so now i have one with a pill and the one replaced with the controller valve now doesnt have one
