please help

Hello i have brought a hks blow off valve, i have fitted it in all the right places (done by pictures) car is running smooth but i am not getting any whoos or firing that i can hear from it. my mate reckons i should remove the other hose going to the air filter box and bug the ends up(but this doesn\'t sound right to me) please can anyone help i dont want to damage my car(all i wanted was a soundy dump valve)
