turbo control solenoid problem

Hi guys. Need some help. Would a faulty turbo control solenoid cause me to have full boost on primery turbo one minute then around 6psi moments late? Also sometimes when it goes to the secondary after i change gear there is no boost and when i let off it makes a wierd noise out of the waste gate like its dumping alot of boost. Car has been rebuilt early this year and runs sweet as apart from this. Would like to get these twins working propperly before i do a single conversion late this year. Thanks in advance
