? on 99 Spec Turbos

Normal or Not??? for 99 spec. turbos....
it has lesser than 1000 miles on it... came off from a heavely ported engine...
It spins, but doesn\'t spin freely. Seems like something inside is really tighten... And when you spin it, it scrapes a little bit too. I open up the turbine and checked the blades. It looks perfect and new conditions.

No one has an answer for me, so I decided to go with the gamble.

SLAP THEM ON and wholla.... Boost is crazy...:eek

So if any of you guys have 99 Spec Turbos and have questions on them make sure the turbos have an abradible seals (black) and the "scraping" should be normal... Part number NG31..If you have NC3S, then it is not from an RZ...
