steering wheel lock

is there anyway you can stop the steering from locking when you turn the wheel without having to turn the engine on?

i failed my MOT because the wheels are catching the bumper on full lock so i need to play around with them going from lock to lock.

can you not just put the key in and turn it to ignition?

you can do exactly that, i went and tried it a couple of minutes after posting this :Hammer
