Charge Control Valve

would the  Charge Control Valve not working right cause the second turbo to only make 0.6 on boost gauge.? Thanks

(But obviously if either your air bypass valve or the charge relief valve and even the charge control valve, don\'t work properly, then there will be boost issues).
