FD Radiator fan (singlular?!?!) always on

Hi...

I\'ve had a good hunt around, but I can\'t quite find an answer to this:

My FD only has one cooling fan. The right hand side. All the gubbins are there for the left hand one (support structure, electrics etc) but the blade assembly seems to be missing. I\'m thinking this probably isn\'t normal, and I probably need to change it?
The right hand fan comes on and stays on the moment you turn the key, which doesn\'t at all right either..

someone has bodged that prob one fan broke and they were skint it def shd have 2
