Idle Control Valve - can it run without?

Can a car run without the idle control valve?  Its located on the plenum of a 13b, and located on the throttle body of the 20b, so I want to use the 13b throttle body (as its right hand drive!)

This would mean the idle control valve is missing, can the base idle be held without it?  I know air con would affect the idle, but this has been removed.

Hi James,
Think I may have given you an answer already but in case not and for anyone else\'s benefit.
Should be fine.
I ran my old 13B without this permanently. Just requires base idle to me manually adjusted a little bit higher for when it goes on load with a/c etc.
