Rear pad springs quantities

I was about to change my rear pads on my rs spec fd and I have noticed that there is only one pad spring on each side.  The singe spring is in the top set of holes on each side bit there is no spring in the bottom set of holes in the pads on either side.  Should there be 2 springs per side?  If so are these a dealer only part?
