Gunky oil

Hi

I topped up my engine oil today and noticed some gunky looking stuff around the cap, so i looked down the oil stem and saw gunky oil at the bottom of the stem.
I wasnt expecting to see oil as i thought it goes to the bottom of the sump? and is it supposed to be gunky?

If this is an RX-8 this is normal I\'m afraid, however I have yet to see anyone with problems as a result of this,

Initially I thought this was U/K climate and short journeys but after speaking to owners in Greece  and Cyprus they have this too :3Confused

something to do with a breather pipe letting moisture into the oil system
