problems with evc and dash

i bought rx7 my. not long ago. never had a stero and i was diconnection my evc (electonic value controler) etc for respray body kit etc. i bought dub din stereo connect it up then connected my evc no power. ive been reading up that evc needs to be connect to ignition. so i was going to create a new sourse of power could i use the cruise control or any thing else to wire my evc and would i need a fuse set up to.
 
my second problem is my dub din stereo wont go all the way in because theres a metal peace behind it can i chop that off.
