Complicated Situation

Well,
Can anyone recommed an insurer for a fd? im 22 with 2 years ncb and no points. i have a full irish licence and in the process of getting an International licence aswell.
Second part of this is i will be living in Liverpool which is a nightmare to rty get insurance but i have relations in Middlesex. is it legal to insure the car in Middlesex but keep the car in Liverpool?
Any help will be greatly appreciated.
