need help with a strange problem...

i noticed recently that when i was drivin about and gave the car a little stick, that during the change between the 1st and 2nd turbos that the car felt like it was hesitating(would boost slightly then slow down, then boost again etc) then all of a sudden it wood fire a cloud of white smoke out of the exhaust then take off like a rocket...
 
so i took it to a garage to get my turbos and hoses checked out thinking i had some kind of boost leak, but when the guy called me he told me that the bottom plug in one of my housings was full of water and black?!?!?
 
the top 1 is ok, but the bottom one was very very tight and came out wet...
 
other than those symptoms nothing else seems wrong with the car. she starts fine, isnt using much oil, and the 1st turbo boosts fine.
 
any ideas what could cause this?

Hmm - sounds like the water seals have gone - time for a rebuild...
