errm got a few problems

hia. ryte i have a small problem with my first turbo on my 1993 twin turbo. it doesnt seem to be providing boost, but then the second one will boost up as normal. when the engine is on idle, the thing i noticed is the recirluating valve of the second turbo, seems to be stuck in the open position dumping air. anyone gt any ideas?
