Pivot shift lamp wiring

If someone had got bored at work and bought this ebay item

How would you wire it up, its got the lamp thing and two wires. Do you think it would just need a live and earth??? but how would it know what revs etc??

This person that bought it should not look at ebay for 2 weeks !!!!!
