Popup headlight issues

I\'ve got an issue with the pop-up lights on my RX-7. They seem to be completely out-of-sync with each other, so that one will pop-up while the other one goes down. In addition the driver-side one seems to get stuck when rising and doesn\'t rise immediately, but takes while before rising fully. Seems to be an electrical issue rather than mechanical.
 
The lights both light up correctly.
 
Any ideas of where to look to fix this?

Just had a look under the bonnet and I\'ve tried disconnecting the headlight actuator and manually retracting one of the lights so that they match up, but upon reconnection the motor immediately puts them back out of sync...

Trying all combinations of retractor switch and headlight switch, it seems that the passenger side light is thinking it\'s up when it\'s down and vice versa.. Not really sure where to look with this one. Whereabouts in the retractable headlight actuator does it detect whether it\'s in an up or down state?
