Boost problems

My car isn\'t holding much boost over 0.4bar. First I checked the intercooler pipes. No problems. When coming off boost the standard dump valves don\'t sound right. Like a cough. I pulled the vacuum pipe off one of the valves to hear a hissing sound, I pulled the vacuum pipe off the other valve to hear no hissing. Has one of these seen it\'s day? or is my problem elsewhere?
