I know there are two different ouput specs on these cars the 260 bhp and the 280. My question is what is the difference between them ?
The age would be the obvious difference to me. Only the later cars (and only some models of them) had 280bhp. Most had 260bhp.
If you mean performance wise then probably not a huge difference.

Mine is a type rb 2000 with 260 bhp.
I\'m more interested in what dictates the extra 20 bhp? I know i only have A single oil cooler rather than the 280 double, but I can\'t see that making a power difference. So is there any ecu differences ect ? or intakes ?
It\'s not down to the single or double coolers.... most, if not all type r\'s came with 2..... the slight increase in power was usually denoted by the post 99 model,..... I believe down to a tweak in the twin turbo unit / crossover / 16 bit ecu... more the turbo pack though :)
HTH
The ECU allowing higher boost on the 280bhp version, I believe the 265bhp version had the same turbo pack as the 280 version
Here\'s what Mazda said in their press release for \'99 model:
1) Enhanced turbocharger efficiency and cooling performance that afford increased maximum engine power of 280PS (JIS net) for both the Type RS and Type R. models
I thought the 265bhp \'99 models (like yours and mine) had the previous turbo pack, only the R & RS having the later \'99 turbo pack.

Here you go, for the 280bhp models:
The new power is achieved with a little more boost from the new turbos.
Previous standard boost was 9.08 psi (0.62 bar) now we have 10.82 psi (.746 bar). The turbos now have an abradeable seal. The clearance between the compressor wheel and housing is zero. The compressor wheel rubs against the snail all the time. The compressor wheel diameters have been reduced from 51mm to 50mm so they will spool up quicker (less lag).
