I have been told here that it is easier to put on this lip than swapping the whole front bumper for it (to an S5). Can anyone confirm that this lip for the S5 actually does fit the S4?

It does fit. Not sure how easily though.
Additionally it wont look like that as the S5 front bumper has a cut out which kind shows the lip off a bit more. Cheapest and easiest bet would be to go for an s13 lip, seen a few of them fitted and they look the same!
