basically - boost will not go in negative pressure and over boosts under WOT
all pipes are correctly attached and sealed so there are no leaks in the circuit.
can anyone shed some light pleeeeease?

also i have removes the boost controller from the circuit to eliminate if that was causing the issue.
you sure the gauge isnt knackered? what does it read at idle? NFW the turbos are making positive pressure at idle (assuming you havent got 2step/antilag/ launch control) so if it is reading positive then i would get that checked.

single turbo (if that makes a difference) - gauge is fine because the boost controller reads the same and i have a spare analogue gauge and that also reads the same.
at idle it reads 0
could it be a wastegate problem?
I still say it must be an indication problem- at idle there isnt enough energy in the exhaust gas to spool the turbo, and so it just spins parasiticly (if there was enough energy, we wouldnt worry about lag!). because it isnt making boost, the wastegate if it was functioning correctly would be shut, and if it defective it would be open, reducing exhaust flow to the tub, and so not making boost. So as far as i see it the turbo cannot physicaly be doing what it look to be! possible blockage in the sensing lines for the gauge/controller?
oh, if you have an apexi, what does that read, as it will take the reading from the map sensor.
