Title: MOT Legislation Help needed before I go for an arguement

Evening chaps,

Rex been MOT\'d today, failed the CO test.....can\'t think why!:bandit:bandit:bandit

Anyway,before he starts faffing with my carb does anyone know where/if the \'rotary exemption\' legislation is available on the interweb?

I assume the pre 1986 rule still applies as mine is an \'83?

Just want some info before I goes in guns blazing.

It requires a visual test only.
87 on is for emmisions test.

Can\'t seem to find the flowchart it refers to on page 5a ??  But I am guessing this should be enough for your MOT guy to see it in print.

You are well within your rights to challenge an MOT testers decision if you think it unfair, and obviously if he\'s got a habbit of getting things wrong it might mean he needs retraining ;)
 
A friend with a skyline had a similar issue over a screamer pipe - the MOT tester claimed it was an exhaust leak - but at idle it wasn\'t nor ever should be - just the guy didn\'t know his ar$e from his elbow - he\'s not an MOT tester any more...

im sorry to thread hijack but has anyone got anything on imports non cat test, i have a 93 FD decatted which is due next month and i want to have something in my hand to show the MOT dude incase they fail me for doing the wrong emmissions test

If its post Aug 92 (K plate or later) then it will be subjected to a CAT test. (Unless someone else knows better)

Hmmm - can\'t point at anything to prove it, but I was pretty sure that the non-cat test was pre \'95 for imports (certainly, my 94 has passed two MoTs without a cat)

its 92 for a uk car, 95 for any import, the car needs to pass 3.5%co and 1500ppm HC

If you follow the link that is the official VOSA manual-the same one the tester will have it should be stated in there somewhere.

So a little update....

Went to the garage this morning as he has one of my vans in for MOT too, and I went on his computer and showed him the manual in the link which he has a copy of (as do all testers I assume) and he showed me the official 5th edition 2009 emissions book and to be fair says nothing about this rule in that book.

His machine states mine should meet 4.5% CO but it\'s currently 7.5%:bandit:bandit ,so he will phone VOSA to clarify today and all should be well. Hopefully.

He\'s a chap I\'ve used for other cars for years and is very good so I\'m relieved we could sort it without any shouting!

If you navigate to Section 7.3 in this VOSA manual (section for the testing of car emissions),it is quite clearly set out in the flowchart there. Wanxkel engined vehicles first used pre 01/08/1987 are to be treated as pre 1975 vehicles and are Visual Test only. All as Carl and others (and my own MOT tester) say.

Interestingly VOSA have a very good helpline Number which I\'ve used on occasion. Very helpful people there and we all agree your tester is wrong Tim, no doubt about it.

He did say it didn\'t matter, but he\'s been MOTing since these things were new... :)

Thats what I showed him when I went there this morning and he produced exactly the same chart from his paper manual so happy days.

If any of you are familiar with Peter Kay standup material then this morning was akin to the biscuit in the tea sketch just swap biscuit for screwdriver and tea for Nikki and you get my drift. :Giggle

Really miffed now,after all that he went on holiday. I had to source a caliper before the retest could occur which happened today so his 2nd in command went ahead but emissions tested it anyway and leaned out the mixture to get it through the 3.500% threshold his machine stipulated. Well I presume the mixture has been left at the setting it was adjusted too so will this affect my engine in any negative way...

It\'s only mod is airpump and thermal reactor removed replaced with header.

Thats what I thought-he said he only screwed it half a turn so i\'ll be turning it half a turn back again! I just wasn\'t sure how lean he\'d have had to do it to cause any damage when I get all enthusiastic.

I\'m not sure there\'s a problem here.
Both the old \'Janspeed\' and the \'Double S\' instructions for fitting a stainless exhaust to the standard 12A state as the last step:- \'Reset Idle Mixture to 3%-4.5% CO at 900 rpm\'

So I think you might have got a free reset here Tim.

Also I think the factory setting was originally a tad rich to allow for full afterburn cleaning of fuel rich gases in the Thermal Reactor.

Any other opinions as I don\'t want to spout away and have my theory be wrong?

Further thoughts for discussion:-

The Idle screw on the Nikki carb only alters the Idle mix, presumably to prevent pedestrians dropping dead from CO poisoning when passing queuing cars in cities?

Apart from all its complexities the Nikki is a traditional fixed jet carburettor, i.e. with pre-determined mixture at various throttle openings, so I don\'t think that altering the idle screw will change the higher speed running characteristics in any material way.

Am I right?
