Title: Importing and the imminent "disabled" loophole closure.
Post by: chrisBoid on March 23, 2004, 07:16:10 PM
I\'ve read snippets that refer to the "disabled" importing loophole and the fact that it is going to be closed from April. (Source : http://www.newerimports.com and http://www.google.com searches :) )

I remember talk of each car model needing some specification document to be registered with a certain government body.

I am curious is all, as to what this loophole is and how it will affect importers and the price of cars.

Can anyone shed any light?

Chris.

They need a model report.  There is on in prgress for the FD, but anything going through will have to be the same spec as the car for the model report (presume standard).

It only effects the newer cars (after 98 I think) so earlier ones will still come over no probs.

Does this mean any stocks of post 96/97 Rx7\'s , skylines etc will soon dry up. Won\'t this put a lot of the importers out of business? or at least radically restrict what they can / cannot bring in.

Dark days ahead for those of us still looking into ownership...

doubt it there\'s always way round these things, & even when these regs do come in been delayed quite a while already i recall all, although not cheap, it will involve is getting a suitable report for the car in question together which inevitably there will be a market for....
I could be talking poo but that was my limited understanding....

All the model report does is prove compliance with European noise and emissions requirements if there is no European equivalent model.

The cost to produce a model report is about £3000 and it has to be done at a Vehicle Inspectorate approved testing ground. Prodrive in the Midlands is one such place.
once a model report has been produced for someone then they can rent it out. So, I could bring in a MY2000 RX-7, submit it for testing and production of report which will cost £3000 or so. There may also need to be modifications to make it comply with Euro regulations.

Once I\'ve had the report done I can have my name put on a list as someone prepared to rent out an RX7 model report with the Vehicle Inspectorate. I could then charge whoever wanted to import an RX7 a model report rental fee of say £500 for each vehicle they submit for the ESVA test. I\'d only need to rent it out for 5 vehicles to completely recoup my cost. In addition if there are special parts required to make the vehicle comply I can also charge them for knowledge of these!

This is why a company called ModeReports.com has been set up. They are connected with SVA UK at Southampton and are producing loads of model reports. They charge up to £350 for each time someone needs the report number for the ESVA. They will be doing a RX7 one but haven\'t done so yet.

Now this could be a good money earner for the club. If all the members here clubbed together to buy a new RX7 and have it submitted for testing (it only takes 2 weeks) or if someone has one already and we clubbed together to get the £3000 to submit it for testing, then once it\'s done rent it out. It could be rented out cheap to club members (ie £100) and then for £500 to non-club members! It would take long to get the money back. Each member could get back what they contributed then further profits go to the club. What say ye? I\'d happilly bung a few quid in.

Alternatively would anybody just like to get a small group of us together to raise the money and get the report done and we then keep all the proceeds???

Si, it has come in for real this time. Any vehicle where an application was made for a V number (test appointment) with VOSA before 31 March for the SVA can still take advantage of the disabled loophole - so assuming a 2 week wait for test the last of these to be tested will be next week. For any post 1/97 vehicle where application for test appointment has been made from 1 April then ESVA regs will apply and a model report will be required.
