Title: Question about flanges!

I want to fit a HKS blowoff valve to my 3rd gen Rx-7, I\'m told i need a fitting kit with a flange to take the valve. Problem is the come from a 2" to a 3" piece of pipe, is this measurement inside or outside diameter? And what size does my 7 need? Any information would be great. Thanks John.
