Difficult, but possible. Ideally, you need a pump that can apply a pressure to an vacuum hose attached to the solenoid, and then apply 12v to the solenoid and varify that they open as expected.
However, an air pump like that can be difficult to lay your hands on - your could just attach hoses and blow air through with your mouth - not as reliable a test, but if you have a solenoid that is really goosed, it\'ll show up using that test!
